If you mean the animated effect (the last) I used Animation Shop3, in English there are many sites that give you the possibility to have it for free.
Then I armed myself with patience, I made a copy of the still image ---> then clicked on paste after twice and on each of the images by clicking on the paintbrush on the toolbar, placing first as the width of the brush tip and taking the color to white, I started to draw some irregular lines in some places and more concentrated in others, as you saw, lengthening and branching.
Then click on the toolbar, click Edit ---> select all .... then again on the toolbar --- animation> frame properties, set the speed you want.
Last step to detect if you like the effect that comes out before you save, you simply click on image verification. You'll see a preview, and if you're satisfied, save the image
I only used this program to do it, I liked the idea of setting them up alone, working directly with the image, frame by frame and what is the effect that I got
I hope you understand
